Hard to say from the picture, the cross looks ok - do you have a clear photo of the edge of the cross (end on) and do you know if the centre is magnetic?

I can't tell from the photo if magnetic, you would have to test with a magnet. Judging by the appearance, I would say that it is iron. The ring should be without a seam, they were welded. Very often is the maker's number in the ring. The ring has otherwise the right thickness, it does look a bit new without the typical wear, you could try to reduce the price a little.
