Der Oberste Befehlshaber der Wehrmacht, Berlin, den 3. Aug. 39
This looks like a very important and controversial document. It is about the coming invasion of Poland, plans for the preparation and the expected consequences on the part of the West (England, France). A lot of the text is barely legible, esp. the page with the signature.
The signature is either original or is in facsimile, as at least 8 examples - 8 Auslieferungen in 2 Ausfertigungen - each with a copy were to be distributed, so in all 16 examples of this document existed, assuming that is not a fake of some sort.
Could you try to make clearer photos were the text is legible?

Looks like a copy of a wartime document to me, but as Fritz says, is it an official war time copy or just a postwar copy, either way only the signature on the original document would be original. Better photos are needed to be sure.
