Special occasion was the 25 year jubilee of the accession to the Throne, Kaiser Wilhelm II., 1888-1913, probably sold as Royal souvenirs to the public, same as Queen Elizabeth Jubilee items, which were always on sale in London on special occasions, Mugs, tea towels, spoons, whatever.
